Italy Football Federation (FA) remains determined to bring back the Growth Decree but lacks the government’s blessing.
According to Tuttosport via FCInterNews, one of Gabriele Gravina’s main objectives is to reinstate the Growth Decree.
The Growth Decree was a tax relief measure that allowed Italian clubs to sign foreign players at reduced tax rates.
Indeed, it helped make Serie A a more attractive destination for international talent.
However, its removal has increased financial burdens on clubs, limiting their ability to compete in the transfer market.
Initially introduced in 2019, the Growth Decree provided a 50% tax break on salaries for foreign players.
It related to players who had not lived in Italy for at least two years, significantly lowering wage costs for clubs.

Yet, the Italian government scrapped the benefit in 2023.
They argued that it primarily favored wealthy football clubs rather than contributing to the country’s broader economic growth.
However, the FA wants to reinstate the law in 2025.
Meanwhile, Urbano Calcagno, president of the AIC Italian Football Players Association, has strongly opposed the FA’s appeal.
But the ongoing dialogue between the parties could yield a positive outcome.
